This looks like 2 things to me and I couldn't put a finger on the second one but now I remember it.

1. A woman hanging herself.

2. The wicked witch of the west's feet hanging out from under the house.

I've looked at it several times over the last several days but have just now figured it out. Remember those commercials from years ago for a brand of women's shoes that featured women playing basketball while wearing pumps? Well, this is one of them taking a jump shot. Granted, I don't think those are actually pumps, but I don't know from women's shoes, and that's what finally came to mind.
